Does anybody have the answer to this question? Is he spending his own money or our money to sue the school board?

Very interesting question. I would think that it will be Wise County dollars. Think the key to the vote on this will come from Ronnie Short. He will be pressured by both sides. Think I can figure out the others will vote. If he votes no, then it will be split and thus a "no" vote.
You can never rise above the image that you have of yourself in your own mind."
If he's using tax dollars to sue the school board, the citizens of the county should attempt to remove him from office. No, I'm not exaggerating; if he's using tax dollars, it is quite simply the most fiscally irresponsible action a member of either board has taken in my lifetime.

Actually, that suit by Rivers won't be the only one. I believe ther is a meeting coming up between the resident of Appalachia and Pound to try and come up with the funds to try and get a temporary injunction.
